I called Windows Tech support because Cortana refused to connect to any services. At first they said I had to contact my OEM System Builder for support or pay a $ per incidence fee. Apr 11, · Maybe toss in a new hard drive or two, upgrade a gpu etc. Then a oem/system builder license would be fine. In my honest opinion, Microsoft has moved to a more service oriented company. So odds are windows 10 is here to stay long term and they will just keep updating the platform. So in the long run the retail may save you some cash. After doing quite a bit of research, it looks as though OEM can only be installed one time, on one machine, and that this is the real advantage. Features: In use.
